Singapore's Enhanced Heat Stress Measures: Is Your Workplace Ready?

Oct 20
2 min read

Effective 1 December 2026, Singapore's Ministry of Manpower (MOM) will make four additional heat stress prevention measures mandatory under its enhanced Heat Stress Management Framework.

These measures aim to strengthen protection for outdoor workers, particularly those performing physically demanding tasks in industries such as construction, marine, oil and gas, and industrial maintenance.

What's Changing from 1 December 2026?

Under the enhanced framework, employers must implement four additional measures for workers exposed to heat:

  1. Heat Stress Training – Establish training programmes to help workers recognise heat-related risks and respond appropriately.

  2. Cool Drinking Water – Provide easy access to cool drinking water near work areas.

  3. Emergency Cooling Supplies – Ensure cold water, ice packs or water sprays are readily available for emergency response.

  4. Suitable Work Clothing – Provide appropriate clothing to help reduce excessive heat stress.

These requirements complement existing heat stress management practices, including Wet Bulb Globe Temperature (WBGT) monitoring, regular hydration and adequate rest breaks under shade.

Why Workplace Hydration Matters

Working in hot environments can lead to significant fluid and electrolyte loss through sweating, increasing the risk of dehydration, fatigue and heat-related illness.

Staying properly hydrated is essential for maintaining workers' health and safety. Employers should encourage regular water intake and ensure cool drinking water is readily accessible throughout the workday.

For physically demanding activities involving heavy sweating, electrolyte replacement beverages can also help replenish lost electrolytes and support hydration.
